I don't know how far his birthplace is from where you know live, but if at possible, I would suggest GOING TO the city/town hall of the place he was born and get a certified duplicate copy of his birth certificate. It woujld also be helpful if he had a state-issued ID of some kind. In some states, the Dept of Motor Vehicles will issue one to people who do not have a driver's license, whether due to age or any other reason.
